Sift flour and salt & pepper into mixing bowl run in butter.
Using knife mix in milk to start forming soft dough.
Add cheese, chives and jalapeño and continue to mix till dough is formed. Add more milk if needed to make sure all is combined.
Turn out on floured surface and roll out into a rectangle about 1 1/2 inch think. Cut out individual scones.
Arrange on lightly greased tray and brush tops with milk.
Bake in oven 400 degrees for 12-15 mins.
